UAE Uniform and PPE Regulations for Employers
The UAE has rapidly modernized its workplace safety framework, and employers must now comply with a layered system of federal law, emirate-level regulations, and free zone authority requirements. Federal Decree Law No. 33 of 2021 (the UAE Labour Law) establishes the baseline requirement for employers to provide safe working conditions, which includes appropriate workwear and PPE at the employer's expense.
OSHAD SF (Abu Dhabi Occupational Safety and Health System Framework) is one of the most comprehensive workplace safety systems in the region. OSHAD SF Element 5 specifically addresses PPE requirements, mandating that employers conduct risk assessments, select appropriate PPE based on identified hazards, train workers on correct use, maintain PPE in serviceable condition, and keep documented records. Employers in Abu Dhabi must comply with OSHAD SF or face penalties and potential project shutdowns.
Heat stress management is a critical uniform consideration in the UAE. The ministerial decree banning midday outdoor work during summer months (typically June 15 to September 15, 12:30 PM to 3:00 PM) must be supplemented with appropriate workwear. Lightweight, breathable, light-colored uniforms reduce heat stress risk. Track the issue of heat-stress-specific workwear items and ensure they are distributed before the summer period begins each year.
Free zone regulations add another compliance layer. Dubai International Financial Centre (DIFC), Abu Dhabi Global Market (ADGM), Jebel Ali Free Zone (JAFZA), and other free zones may have their own employment regulations that supplement or supersede federal requirements. Companies operating in free zones must verify which uniform and PPE requirements apply under their specific free zone authority in addition to federal law.
Documentation in Arabic is often required for regulatory submissions and worker communication. MOHRE (Ministry of Human Resources and Emiratisation) and municipal inspectors may request PPE records during site visits. Ensure your uniform management system can generate reports that meet local documentation requirements, and maintain training records that demonstrate PPE instruction was provided in languages workers understand — often Arabic, Hindi, Urdu, or Tagalog in the UAE context.
